Windows Firewall blocks 21025

I set up the Win Firewall as descriped:

zulassen=allow beliebig=any eingehend=incoming

But if I start logging I get this:

2015-06-16 22:03:14 DROP UDP 192.168.178.48 192.168.178.255 47290 21025 84 - - - - - - - RECEIVE

Any Idea how to fix this? Restart did not change this behaviour.

I can’t read the headers, but it seems that it’s the outward packet that gets dropped?

But why does it say receive?

edit: I made a rule for outgoing traffic but still blocked.
