as the title says, i wonder if syncthing consumes data from isp quota
i started using it today and it works like a charm.
i use it on the same wifi network between a windows and android (2) devices

By default, it talks to some servers on the Internet for discovery and if needed, to relay data between devices. If your setup works locally with direct connections, you can probably turn off these features in the settings. Then it will be limited to local connections only, or you need to hard-code addresses when trying to connect to / from other nodes on the Internet.
Also the NAT traversal function includes a short exchange with a STUN server to find your external IP address. Can be turned off in the settings as well.
However, only relaying really amounts to signifcant data usage, and that’s only used as a fallback. There won’t be much traffic (couple of kB per day probably) for the mentioned other functions.
