upload rate not work

I set the global Outgoing speed limit to 10Mbps, but it doesn’t work, please see the screenshot.

LAN Bandwidth is not limited by default, despite this being called Global Limit. If you wish the limit to apply to LAN connections, please go into Actions → Advanced → Options → Limit Bandwidth in LAN
