Transfer / Announce protocol

I’m curious about the technical details of the transfer protocol. Does it use what most would consider “torrent” protocol.

Asking because torrenting is blocked at my work, preventing me from using BTSync to sync my documents between work, laptop, and home.

The protocol is documented. It is not very similar to the BitTorrent protocol.
