What does the unit file specify for log file location, if it is obviously not going to the journal?
Such problems mostly happen when the database is locked by another instance. Have you checked running processes? Is a systemd user service unit enabled as well, or some other wrapper software starting Syncthing?
systemd exit code 203/EXEC means that systemd wasn’t able to execute the requested process (Syncthing) for whatever reason - often due to permission issues on the binary in question.
How did you install Syncthing?
