Syncthing stopped working and not starting properly on windows 10

(is another instance of Syncthing running?)

When I try to kill the syncthing process in task manager is doesnt work.

Does restarting Windows make any difference? If not, then it does seem that you’ve got two instances of Syncthing running that are trying to use the same database. Have you, by any chance, installed Syncthing in any other way than SyncTrayzor (e.g. by downloading the official binary and setting it up to start automatically, or by using yet another wrapper)?
