syncing: delete dir: directory has been deleted on a remote device but is not empty; after power loss during initial sync

I have a local (L) and a remote (R) Directory which already have most but not all files in sync (via rsync). During initial sync thing synchronization L had to download a few Terabytes from R. During downloading to L, L had a power outage. After rebooting L, R gave me on over 100 files the ‘syncing: delete dir: directory has been deleted on a remote device but is not empty;’ error. However the message itself isn’t correct because the files weren’t downloaded yet instead of being deleted.

I then restarted sync thing on R and the errors disappeared. I wonder if that behavior is intended and if sync thing would have recognized it on its own without restarting R? Or is it a potential bug?
