I have two devices, A and B, that need to be synchronized. When I delete files on device A and then synchronize, there are no historical versions available to restore on device A, but there are on device B.
That’s how versioning works. Syncthing cannot version files deleted on the same machine, because once it knows about the fact, they are gone already.

I haven’t tried this myself, but you could try to add the .stversions subdirectory as a seperate folder in Syncthing.
