I am evaluating Syncthing to sync. content folders between nodes in a web cluster. The nodes are all on the same private and secure network. Can encryption be disabled to reduce CPU load?

No, sorry.
Unless you hack go standard lib to enable noencrypt cipher, and compile a custom version of syncthing that uses that.
