How can I have syncthing send my files to multiple syncthing peers and not have the other syncthing peers make changes or send back to my primary syncthing peer?

You can set the folder type to “send only”. This option is inside the advanced settings section in the folder edit dialog.
If one of the other peers then changes something, they will try to sync it back to you, but your Syncthing will block that and show “out of sync” with the ability to override the changes made by the other peers.
All this is explained in the docs.
If the other peers share the folder with each other, than changes will get synced between them.
