Not rescanning after fixing file names

Several files were not synced from MacOS to Windows because of characters not allowed in filenames on Windows.

I manually changed the names on the Mac./

I rescanned on the Windows machine. The files with changed names were not picke d up.

How can rescan force rescanning, seemingly what it is meant to do.

You need to rescan on the Mac, for the Mac to see those changed filenames and update the Global Model.
