Does Syncthing support incremental syncing? Syncing only the modified parts of files?

For example, if I have a PDF file and I annotate it, then save it, does Syncthing support syncing only the modified parts of the file, which can greatly reduce sync time? How can I configure this?

Syncthing does this always, subject to the block size (minimum 128 KiB).
