syncthing - outbound network connection to public IP

Hi team, I started to use syncthing a couple of weeks ago. Running sync on Manjaro and I have installed it via the Add/Remove software. A couple of days ago I noticed that withing three syncthing processes, one of them connects to a public IP. (In this case 159.196.249.237) Wireshark revealed that there’s a continuous keep alive packet and occasionally some encrypted payload.

Is this normal? Shouldn’t syncthing be completely local subnet? Thoughts?
