Syncthing connecting to other devices on the internet

I’m getting messages about Syncthing trying to connect to other devices over the internet. Such as 31.40.204.161, 23.137.105.248, 45.137.201.27. I don’t want any connections made over the internet, just over the local network, and the VPN onto the local network. Is there are option to lock it only onto the local networks?
