Is it possible to set synchthing so that files from an “outgoing” folder synch on one computer to “incoming” folder on another computer?

There’s no such functionality built in. This can be very easily achieved using some kind of a custom script to move the files to a different folder on the receiving end though (e.g. check the folder for new files periodically, ignoring the Syncthing tmp files, and then move them out when present).
As the name suggests, syncthing tries to make two folders on different devices the same, and keep them that way.
It’s not meant to be used as unidirectional transfer mechanism.
