Strange message in win 32

Hi I began to use ST on my old XP 32bits. Whenever I save a change in Actions/Settings I get up to three notifications (in my own locale after “bind:”): “2017-01-14 10:39:34: Starting API/GUI: listen tcp 127.0.0.1:8384: bind: A single use of each socket address (protocol/network address/port) is usually allowed.”

Any idea ? Firewall settings issue ?

I suspect XP does not respect TCP options for socket reuse.

Syncthing probably has to wait 2 minutes if it wants to reuse the same port for the UI after closing the socket. And we close and reopen sockets if settings change.
