Move protocol specs to docs.syncthing.net

While we are at it; what about merging the specs into docs.syncthing.net? That enables shipping two more manpages… :blush:

Maybe yes, maybe no. I envision it as something somewhat separate from Syncthing. But maybe giving it some formatting and exposure wouldn’t kill us.

I’ve added these, and updated the Local Discovery protocol one to be in phase with reality. The BEP specs need updating for v0.12 - I just updated some formatting now. Also need to add the Relay and Global Discovery protocols.
