Minor bug in Syncthing v2.x generate cmd

Hi,

I’m running this here:

SET STHOMEDIR=X:\Export
%LocalAppData%\Syncthing\syncthing.exe generate

X:\Export was empty before the call. Afterwards, I see a 0 byte .tmp file left behind which I didn’t expect to be left there.

Absolutely no big deal, but I’d like to report it :slight_smile: .
