Dear Jakob.My server is centos 6.4 32 bit,and ip is 103.200.31.194.when I run syncthing,there is a strange info: Access the GUI via the following URL: http://127.0.0.1:8384/ 。But according to the docs,it should be 103.200.31.194：8384.Is this a bug?

The default config only allows local access. To access the GUI from outside, you need to stop syncthing, edit the config.xml (which should be in ~/.config/syncthing/config.xml) and set the GUI address from 127.0.0.1 (or default) to 0.0.0.0:8384. After that you can access the GUI from anywhere and should set a user and password asap, to not allow anyone to access it.
