Resetting deltas just means starting Syncthing once with the -reset-deltas command line option. This also happens on every upgrade, so it’s unlikely to help (it’s relatively cheap).
Recalculating local/global states is done by setting the environment variable STRECHECKDBEVERY to 0 once when starting Syncthing.
There may be options for both in Synctrayzor, otherwise using the command line option should be straight forward and setting an env variable googleable (I simply don’t know about windows command lines).
