Bug? Syncthing doesn't check background data restriction on Oreo

I just want to check that I haven’t made a mistake before I file a bug.

Try this:

  1. Get syncthing syncing something
  2. Enable Android ‘data saver’. This is suppose to prevent background data
  3. Syncing still occurs.
  4. Open Syncthing. Syncing stops.

I can’t see a way to monitor what bandwidth each process is using so this is a PITA to test. If you know a way (adb? terminal ps commands?) then please let me know.
