Looks like the EU is funding projects which strengthen the open web through decentralization and the like.
The syncthing project might fit their requirements.

I only see blockchain and focus on research, so not really applicable. Did I miss a different area?
I’m not sure but syncthings peer-to-peer principle might fit the “discovery” call. Hard to tell with all the buzzwords flying around
