API endpoint /rest/events/disk and file not completely copied

Hi. If a file appears in the response to the API call /rest/event/disk, of type RemoteChangeDetected, can we be sure that the file has been completely copied in the local folder? So I can start operating on the file immediately after getting the response, assured that the file is not still being written? thanks
